Governos e mudanças nas políticas de combate ao desmatamento na Amazônia

Resum:	O objetivo do trabalho foi analisar as ações do governo na forma de políticas ambientais de combate ao desmatamento entre as gestões federais de Luis Inácio Lula da Silva até o governo de Michel Temer a partir de um levantamento histórico do cenário do desmatamento por um período de 15 anos de execução de planos importantes como o Plano de Ação para a Prevenção e Controle do Desmatamento na Amazônia Legal (PPCDAm) no âmbito federal e o Plano de Prevenção, Controle e Alternativas ao Desmatamento (PPCAD) no ambiento estadual (Estado do Pará). A transição entre governos afetou diretamente as políticas com a diminuição dos recursos destinados ao monitoramento e controle das áreas florestais e isso pode comprometer as conquistas observadas na primeira década do ano 2000 na Amazônia Legal. Dispositivos jurídicos como o Código Florestal (2012) e posteriormente a Medida Provisória nº 759 de 2016 tendem a flexibilizar o uso da terra pelos proprietários rurais e a análise empírica realizada para o Estado do Pará a partir de uma modelagem em painel mostrou que o rebanho bovino é um fator importante para o aumento do desmatamento (final do primeiro governo Dilma) na região e o a política ambiental no Estado do Pará (PPCAD) é bastante significativa para o período analisado. As perspectivas em relação às políticas ambientais na Amazônia não são animadoras e no Estado do Pará, o PPCAD sob coordenação do Programa Municípios Verdes (PVM) continua atuando sobre os municípios prioritários mesmo diante da redução dos recursos federais destinados às políticas de comando e controle.
Resum:	The objective of this work was to analyze government actions in the form of environmental policies to combat deforestation between the federal administrations of Luis Inácio Lula da Silva and Michel Temer, based on a historical survey of the deforestation scenario for a period of 15 years of execution of important plans such as the Action Plan for Prevention and Control of Deforestation in the Legal Amazon (PPCDAm) in the federal scope and the Plan for Prevention, Control and Alternatives to Deforestation (PPCAD) in the state environment (State of Pará). The transition between governments has directly affected policies by reducing resources for monitoring and controlling forest areas and this may jeopardize the achievements of the first decade of the 2000s in the Legal Amazon. Legal mechanisms such as the Forest Code (2012) and later Provisional Measure No. 759 of 2016 tend to allow land use to become moreflexible and the empirical analysis carried out for the State of Pará from a model based on a panel survey showed that the cattle herd is an important factor for the increase in deforestation (end of the first Dilma government) in the region and the environmental policy in the State of Pará (PPCAD) is quite significant for the period analyzed. The prospects for environmental policies in the Amazon are not encouraging and in the State of Pará, the PPCAD under the coordination of the Green Municipalities Program (PMV) continues to act on the priority municipalities even in the face of the reduction of federalresources destined to command and control policies.
