The Securitization of Islamic State Foreign Fighters during 2014-2018 and its implications for the counter-terrorist strategy of the European Union

Resum: Under the new dawn following the Islamic State's proclamation of the Caliphate in Mosul, northern Iraq, hundreds of Europeans saw in this event a call to join the ranks of the Islamic State and fight for the jihad. Between 2014 and 2018, the phenomenon of European foreign fighters reached its maximum level, with large flows of travellers embarking on their journey to Syria and Iraq. It is between these years that the European Union began to consider this phenomenon as a threat to its security. This research examines how the phenomenon of European Islamic State foreign fighters has been securitised and whether this process has been successful for the European Union's counterterrorism strategy. To meet the research objective, the three phases of the securitization process proposed by the Copenhagen School have been analysed, focusing on the construction of the threat from the speech acts of the legitimate authorities, the specific measures to combat the threat and the determination of their success based on the analysis of the European opinion through the Eurobarometer. This study concludes by providing new insights into the European opinion through the Eurobarometer.
